Police Identify Victim in Fatal Venango County Crash

Police have identified a 29-year-old man who died Wednesday morning following a two-vehicle collision at an intersection in Sugarcreek Borough.

SUGARCREEK BOROUGH, Pa. (EYT) — The Sugarcreek Borough Police Department released the identity of a man killed in a serious motor vehicle accident on Wednesday morning along Allegheny Boulevard.

Authorities identified the victim as 29-year-old Zachary Hilliard, of Oil City. Police responded to the report of a crash involving entrapment at approximately 7:53 a.m. on February 25 at the intersection of Two-Mile Run Road and Allegheny Boulevard. Upon arrival, officers found two vehicles involved in the collision.

The second driver, 38-year-old Joshua Munoz, also of Oil City, was transported to UPMC Northwest with multiple back fractures and several broken teeth. Munoz also suffered various bruising and abrasions and remains hospitalized at this time, according to the police report.

Preliminary investigation determined that slushy roadway conditions were present at the time of the crash. It was further determined that the vehicles were being operated at speeds greater than reasonable and prudent under existing conditions, according to Officer Travis Corbett.

Family members indicated that Hilliard had previously experienced minor issues with his windshield wipers. The importance of that information remains under review as part of the ongoing investigation, according to the police department.

Allegheny Boulevard was closed for approximately one-and-a-half hours to allow emergency personnel to render aid and conduct the investigation. The roadway reopened at approximately 9:24 a.m.

“The Sugarcreek Borough Police Department extends its deepest condolences to the family and loved ones of Mr. Hilliard and wishes Mr. Munoz a full recovery,” the department stated in a release.
